Communications

Medical Emergency Radio Communications of Illinois (MERCI) (A network of frequencies established to allow traffic for mobile-to-mobile, mobile-to-hospital, and hospital-to-hospital channels designated by IDPH. ("Patient Reports") MERCI allows ambulances throughout the state to communicate with hospital emergency departments and facilitates communications between hospitals on a point-to-point basis.

IDPH EMS Regions and Systems

Illinois Ambulance Classification Levels Critical Care Ambulance perform skills beyond the national standard curriculum with a registered nurse (RN) or critical care paramedic on the ambulance in accordance with the national standard curriculum and the EMS medical director.

Advanced Life Support (ALS) Ambulance An ALS ambulance is staffed with a minimum of one paramedic and one EMT-Basic that are capable of providing advanced life support (ALS) or basic life support (BLS) care. Paramedics can perform invasive skills such as intubation, surgical airways, defibrillation, and medication administration in accordance with the national standard curriculum and the EMS medical director.

Intermediate Life Support (ILS) Ambulance An ILS ambulance is staffed with a minimum of one EMT-intermediate, pre-hospital RN or physician who is capable of providing Intermediate life support (ILS) or basic life support (BLS) care and one other EMT, pre-hospital RN or physician. EMT-intermediates can perform some invasive skills such as intubation, initiation of intravenous access, administer some medications, cardiac monitoring and defibrillation in accordance with the national standard curriculum and the EMS Medical Director.

Basic Life Support (BLS) Ambulance A BLS ambulance is staffed by two EMT-basics who are capable of providing non-invasive life saving measures including basic airway measures, spinal immobilization, bleeding control, splinting, oxygen administration and the use of automated external defibrillator (AED) in accordance with the national standard curriculum and the EMS medical director.

The Hospital Bypass System (EMResource)

  • An internet-based system that hospitals use to communicate bypass status, counts for required and available bed types, and other critical resources during a disaster and on a routine basis. During an event that may cause disruption of the internet, the required bed count information would be sent to the PHEOC utilizing Starcom radio or other means as indicated by IDPH (Attachment 16).

Region 3

Southern Illinois Trauma Center (SITC) WEB1 WEB2

  • The SITC has a permanent home at Springfield Memorial Hospital. - For 15 years, the SITC hospital site alternated annually between St. John’s Hospital and Springfield Memorial Hospital.
  • The Southern Illinois Trauma Center is the first Level 1 trauma center in the region, serving 18 counties throughout central and southern Illinois. Operated by SIU School of Medicine.
  • The area served by the new Southern Illinois Trauma Center is designated by IDPH Region III and includes 18 counties -- Adams, Brown, Calhoun, Cass, Christian, Greene, Hancock, Jersey, Logan, Macoupin, Mason, Menard, Montgomery, Morgan, Pike, Sangamon, Schuyler and Scott.
  • There are two other Level II hospitals in the region -- Blessing Hospital in Quincy and Passavant Area Hospital in Jacksonville. They, along with Memorial and St. John's and Jersey Medical Community Hospital in Jerseyville, are the resource hospitals for Emergency Medical Systems (EMS).

Chicago EMS System

All Chicago Hospitals are on a repeater. Telemetry hospitals are divided into 3 area

In each region, all operations are run by Resource Hospitals Associate Hospitals function underneath Resource Hospitals. Multi-Victim incidents, EMS Plans are to be called into Resource Hospitals, while most other runs can be called into Associate Hospitals. We do have assigned Hospitals we are supposed to call, but we don't follow that always for various reasons. Med 8 is not repeatered on any systems.

  • FYI... It is NOT necessary to monitor the input frequency of any MED frequency, they are all on Repeaters
  • CFD Ops Channel 8 (476.2875 simplex, 69.3 PL) is used for Helicopter EMS landing zone coordination ops.

Survival Flight WEB

  • Currently has bases in Alabama, Arkansas, Florida, Georgia, Illinois, Missouri, Oklahoma, and Tennessee but will fly anywhere in the United States where our services are needed. Survival Flight operates Bell helicopters and Pilatus PC-12 aircraft. The Pilatus PC-12 is dispatched just as a helicopter, does not have to be scheduled in advance and can fly when weather does not permit a helicopter to fly

University of Chicago Aeromedical Network (UCAN)

  • UCAN Base (129.475) has been heard acting as the Chicago-area contact for aeromed helos from outside the Chicago area, including SAMARITAN (Parkview Health) and LUTHERAN AIR (Lutheran Health Network), both based in Northern Indiana.
  • Reference to channel "TAC 3" has been heard on 464.800 (a different frequency than 464.800). Possibly 129.475? A different frequency?
  • MedEx Ambulance provides ground transport services for UCAN.
  • UCAN's aviation services are provided by Air Methods.
